With the Supreme Court again upholding Trump's power to withhold spending on matters where Congress has authorized spending, there is no point in the Dems negotiating with Senate Republicans to obtain funding on medical insurance programs in exchange for averting a government shutdown. Unless Trump were to be obligated not to withhold any such funding, the Dems will have gotten nothing. There is no way to insure that Trump would not withhold such funding. The one thing the Dems can count on is that Trump cannot be counted on to keep his word. This is not a difficult call for Dems.
